Constitutional Amendment to decide local status?

Andhra Pradesh government is thinking on the lines of shifting its employees to the Temporary Capital from Hyderabad as it plans to move some departments to the truncated state. However employees are not in favour of this move even though they need to move some time or other.

One of the serious issues they face in the immediate shift is the change of school or college to their children. Even though they are ready to take the change, they are worried about the quality of colleges or schools in the Temporary Capital location.

Also one more major concern is the local status of employees’ children. There are many who are local to Hyderabad as they lived there for a long time. Shifting to AP will mean that they will become non local to the new area. So the parliament had to amend the provisions in Article 371D which decides the local status at least for the children of employees.
