What is the best deal for Amaravati construction?

Given the bad finances of Andhra Pradesh and the bare hands help of the Center, it is almost certain that the state had to rely on Public Private Partnership model for the capital construction. Instead of private parties, involving Singapore and Japan governments may be a good idea. But one has to remember any one coming to the deal are not in for any charity and would want returns for their work.

Giving some acres of land to the developer is definitely not a bad idea. Given there is no liquidity with AP government, land is the asset it has as its investment. Construction will happen if some land is given and also the land allotted to the developer will also come handy for AP in other way.

Singapore or Japan will try to invest on the land they got so as to develop it and earn money through it. Land never goes any where, it will stay forever in AP. The investments made in their share of lands will help in increasing the local employment. Giving land is always a good option but AP should try and retain prime land and also keep the share of the developer as minimum as possible.
