An F-1 student in Texas is facing serious trouble after a routine driver’s license renewal was denied. Despite having valid work authorisation, delays between federal and state systems have created an unexpected roadblock.
OPT Student Caught in System Delays
The case involves an international student on initial Optional Practical Training in Texas. Their current work permit expires on February 1. They applied for a STEM extension on time and received a receipt notice from US Citizenship and Immigration Services.
Driver’s License Renewal Rejected
When the student visited the Texas Department of Public Safety to renew their driver’s license, the request was refused. Officials said their system could not verify the lawful presence of the F-1 visa holder.
Federal Verification Causes Issues
Texas DPS does not depend only on documents shown at the counter. Every non-citizen application is checked through a federal verification system linked to USCIS. If the system fails to confirm status instantly, the case is marked as pending verification.
STEM OPT Receipt Not Reflected
A STEM OPT receipt notice confirms that the student can legally stay and work. However, USCIS backend records may not have been updated yet. This results in the verification system failing to reflect the ongoing application.
Growing Impact of USCIS Backlogs
Such delays are becoming increasingly common due to USCIS backlogs and slow internal updates. These issues now affect daily necessities like driving licenses. The situation feels unreasonable, as the F-1 student continues to work full-time on OPT.
