Abrupt PhD Funding Cut Puts F-1 Visa Under Threat

A PhD student on an F-1 visa is facing serious uncertainty after an abrupt funding cut. The funding was withdrawn due to budget changes by the Department of Defence (DoD), leaving the student at risk of losing visa status.

University Offers Terminal Master’s Degree

Following the funding withdrawal, the university offered the student a terminal master’s degree. This option is typically given to students who cannot continue a PhD after completing coursework. While it allows degree completion, it changes the student’s academic path.

Status Issue After Completing Coursework

The student had already completed all academic requirements in the previous semester. As a result, they did not enrol in any courses for the current semester. The funding cut was communicated only after this period ended.

F-1 Visa Enrolment Requirements

The F-1 visa program requires students to maintain full-time enrolment or obtain authorised course reductions. Having zero credits without approval places the student in a risky position. This situation requires immediate corrective action.

Risk of SEVIS Termination

Failure to apply for a Reduced Course Load (RCL) in the final semester can lead to SEVIS record termination. The Designated School Officer (DSO) must approve the RCL. Without authorisation, the student may lose lawful status.

OPT Timeline Becomes Complicated

The student may still qualify for OPT after completing coursework. However, accepting a terminal master’s degree alters the timeline. OPT must be applied for before the SEVIS record expires.

I-20 Update Is Mandatory

The student must also ensure that the I-20 form reflects the terminal master’s degree. Any mismatch between academic status and immigration records can create further complications.

Urgent Action Required

The student must act quickly to protect their future in the US. Delays in applying for RCL or OPT can result in loss of status. Timely coordination with the DSO is critical.
