A newly approved green card holder has run into unexpected trouble after the Social Security Administration (SSA) refused to issue their Social Security Number (SSN) card. The applicant says the issue stems from poor coordination between federal agencies.
Confusion between SSA and USCIS
According to the SSA, the USCIS had not updated the applicant’s residency status. However, even after showing the physical green card at the appointment, the SSA refused to process the request. USCIS, on the other hand, clarified that the SSA must verify immigration status through the federal SAVE system.
How the SAVE system works
The Systematic Alien Verification for Entitlements (SAVE) database helps agencies confirm a person’s lawful status before issuing public benefits. In this case, the SSA should have used SAVE to confirm the green card holder’s status before issuing the SSN.
What applicants can do
Experts advised the applicant to visit another SSA office, as some employees are reportedly unfamiliar with non-citizen cases. By presenting a valid green card and completing the SAVE check, the holder has the right to receive an unrestricted SSN immediately.
A sign of systemic flaws
This confusion highlights a serious communication gap between USCIS and SSA. For applicants, such mismanagement causes unnecessary stress and delays — a problem that continues to frustrate new green card holders across the U.S.
