
The District Consumer Disputes Redressal Commission-II, Hyderabad, has held PVR Cinemas and PVR Inox Ltd. liable for delaying the screening of Kubera by approximately 22 minutes due to advertisements and trailers. It has also directed them to pay compensation for deficiency in service and unfair trade practice.
The complaint was filed by advocate Chanda Athish Kumar from Hyderabad, who purchased two tickets for the Telugu film directed by Shekar Kammula on June 20, 2025, paying Rs. 500. The show was scheduled for 10:35 PM, and Athish and his friend occupied their seats around 10:30 PM. However, advertisements and trailers continued until 10:52 PM, delaying the film.
Athish said the delay disrupted his plans to reach home by 2 AM and forced him to return around 3 AM, affecting his routine and personal commitments. He argued that the screening violated the Ministry of Information and Broadcasting’s November 30, 2023, Office Memorandum, which restricts approved public service awareness films to two minutes within prescribed periods.
PVR defended the practice by citing its right to conduct business under Article 19(1)(g) and arguing that advertisements and public service announcements were not prohibited.
The Commission rejected this reasoning and said that the prolonged commercial advertisements violated the prescribed restrictions. It ordered the companies, jointly and severally, to pay ₹20,000 compensation and ₹5,000 in litigation costs, discontinue the unfair practice, and refrain from repeating it. It also imposed ₹50,000 in punitive damages, payable to the District Consumer Welfare Fund.
