
YS Jagan Mohan Reddy introduced the Grama Sachivalayams and Ward Sachivalayams during his tenure to deliver government services at the grassroots level. The idea focused on reducing corruption, removing middlemen, and ensuring transparent doorstep delivery under the Navaratnalu welfare promises.
Critics, however, argued that the system worked as a parallel structure that weakened urban local bodies and panchayats. It was widely alleged that the setup was filled with YSR Congress sympathisers and used to influence the public through Navaratnalu schemes.
After the change in government, the Telugu Desam Party administration retained the system but introduced reforms. Staff strength was rationalised and the volunteer system was gradually phased out to reduce political influence.
The Andhra Pradesh Cabinet has now approved renaming Gram Sachivalayams as Swarna Gramam and Ward Sachivalayams as Swarna Wards across the state. This decision has raised questions about the practical value of such name changes.
The new nomenclature is seen as difficult to use, especially when people are already familiar with the existing terms. Even after the change, citizens are likely to continue using the old names in daily conversation.
There are also concerns about unnecessary expenditure, as crores may be spent on repainting boards and signage. Such spending does little to improve service delivery or public perception.
If the government retained the system only to prevent employees from turning hostile, it reflects poor policy intent. If the system is ineffective, it should have been scrapped and panchayats and ULBs strengthened instead.
If merit exists, the government should prove it through better implementation. Improving roads, drainage, and street lighting would bring real credit, as people value effective governance over cosmetic name changes.
