Amrapali Kata Cadre Dispute Before Telangana High Court
The Telangana High Court has reserved its order on IAS officer Amrapali Kata’s plea to lift the stay on a tribunal ruling in her favour. The court is expected to announce its decision within two weeks.
The dispute concerns the allocation of IAS officers between Andhra Pradesh and Telangana following the bifurcation of the erstwhile united state.
Amrapali approached the Central Administrative Tribunal (CAT) after being allocated to the Andhra Pradesh cadre. On June 24, 2025, the tribunal ruled in her favour and directed her allocation to the Telangana cadre.
The Union Government challenged the decision before the Telangana High Court. On December 8, 2025, the court stayed the tribunal’s order pending further proceedings.
During Tuesday’s hearing, senior counsel Avinash Desai, representing Amrapali, argued that errors in the allocation process had caused injustice to her. He contended that a General Category insider post meant for Telangana had instead been allotted to Andhra Pradesh.
The Union Government opposed her plea. Additional Solicitor General B. Narasimha Sharma argued that the classification issue raised by Amrapali’s side was not directly under challenge in the present case.
Meanwhile, Amrapali has been directed to report to Shamsher Singh Rawat, Special Chief Secretary of the Youth Advancement, Tourism and Culture Department. The posting marks her return to the tourism sector, where she previously served as Managing Director of the Andhra Pradesh Tourism Development Corporation.
The High Court’s forthcoming order will determine whether the stay on the tribunal’s ruling should be lifted.
