
Top telecom operators have opposed the government’s recent direct to mobile broadcasting tests. They have termed the D2M trials as non inclusive and incomplete.
The Cellular Operators Association of India raised concerns over the evaluation process. It said key stakeholders were not involved and terms of reference were not shared in advance.
According to COAI, this raises serious questions related to spectrum usage, network safety, and consumer protection. The association said such evaluations must follow a transparent framework.
The official tests were conducted by IIT Kanpur through the Telecom Engineering Centre. The trials also involved authorised technology partner Aracion Technology.
The testing process included participation from Tata group firm Tejas Networks. A D2M enabled smartphone device was also used during the trials.
The D2M technology aims to transmit live TV channels directly to mobile phones without using a cellular network or internet connectivity. This feature has drawn attention across the telecom sector.
However, the test reports reportedly dismissed concerns raised by multiple stakeholders. COAI warned that D2M broadcasting has direct implications for spectrum bands earmarked for existing and future 5G services.
The association stated that its member operators had earlier participated in stakeholder discussions. They had submitted technical inputs seeking a comprehensive and India specific evaluation of D2M.
COAI Director General SP Kochhar also commented on the issue. He said any such evaluation must be transparent and technology neutral.
“COAI firmly believes that policy decisions of this magnitude must be grounded in comprehensive technical assessments to safeguard network integrity, efficient spectrum use, and long term digital growth,” Kochhar said.
