Andhra Pradesh might not be a new state. But after bifurcation, it is the worst affected region because of lack of funds and even a capital region of its own. The state is left to develop its own capital city and meanwhile share Hyderabad as capital with Telangana. Hence the role of CRDA (Capital Region Development Authority) has gained prominence in AP.
Till now, the CRDA is functioning on the minimal staff and only a commissioner is appointed by he government. There is a need for in-house capacity building for the organisation to execute all the activities it has to take up. This advice came from the Singapore team which adviced AP government to do away with consultancy and to build the in-house capacity.
Singapore team is in a way a consultancy appointed by AP government and hence the above advice coming from them comes as a surprise. AP government is keen on recruiting the technical experts like planners, engineers and analysers, following the advice of the Singapore team.
The CRDA’s activities are inclusive from planning, coordination, execution to financing, funding, promoting and securing development in the capital region. Consultants advising AP to do away with consultancy shows the Singapore team’s genuinity in giving advice to the appointed authority.
