It is known to our readers that Chandrababu Naidu is currently in Davos to attend World Economic Forum Annual Summit. He is leading a delegation comprising of Ministers and Officials and will target to bring some big investments to the state.

Pawan Kalyan is not part of the contingent because he do not belong to those departments.
Meanwhile, some enthusiastic supporters on social media are spreading that Pawan Kalyan is the Incharge CM in the absence of Chandrababu Naidu. Messages, Pictures, and Videos are being prepared to that extent and spread on social media.

But the fact is that there is no term called ‘Incharge CM’ in the constitution.
If a person should perform the duties of a Chief Minister, he should be elected as the Leader by a party or a group of parties. The Governor should be satisfied with it and should administer the oath.

It did not happen in the case of Pawan Kalyan and so there is no question of being the Chief Minister or Incharge Chief Minister.
Anyone claiming as such are either politically illiterate or are into doing Engagement Farming.
In 1984, the then Andhra Pradesh Chief Minister NT Ramarao went to USA for Heart Surgery. He was absent for around one and a half months. Even then, there are no incharge CMs. NTR ruled the state from US itself with the help of Official Machinery.
Taking NTR’s absence as an opportunity, Nadendla Bhaskar Rao sided with the Congress and took oath as the CM using the office of the then Governor, Ram Lal. But it is a story not connected to our present context.
The relevant fact is that there is no Incharge CM post in the constitution.
For those do not know, the constitution does not recognize ‘Deputy CM’ post as well. It is just a political arrangement
