The report of 14th Finance Commission puts Telangana as one of the revenue surplus states in the country. The commission estimated that Gujarat has 11795 Crores of Surplus budget while Telangana has 818 Crores of Surplus. Almost all the remaining states in the country have deficit budget.
Among the deficit budget states, Andhra Pradesh, Himachal Pradesh and Assam are in very bad shape and required immediate Central government’s attention. However this revenue surplus estimation of Telangana will become hindrance to the state in drawing funds from the Center.
In fact, the finance commission did not take in to consideration the hugh number of schemes taken by Telangana government while arriving at the Surplus Budget figure. If they are considered the state will also have a huge deficit.
