DGCA’s New Rule Brings Relief: No Refund Hassles?

The Directorate General of Civil Aviation (DGCA) has proposed new draft rules to make air ticket refunds faster, fairer, and more transparent. The revised Civil Aviation Requirement (CAR) introduces a 48-hour look-in period, allowing passengers to cancel or modify tickets within two days of booking without paying cancellation charges.

Refunds to Be Processed Directly by Airlines

Under the proposed regulation, airlines not travel agents or booking portals will handle refunds directly. This means passengers will no longer face delays caused by intermediaries. Airlines must complete refund processing within 21 working days, ensuring greater accountability and faster redressal of complaints.

Name Corrections Allowed Within 24 Hours

The DGCA also recommended that minor name corrections reported within 24 hours of booking should not attract extra fees, provided the ticket was purchased directly through the airline’s website. This change is expected to reduce unnecessary charges for simple clerical errors.

Restrictions on the 48-Hour Window

The 48-hour look-in benefit will not apply to domestic flights departing within five days or international flights within 15 days of the booking date. This rule aims to prevent misuse while giving genuine passengers flexibility in early bookings.

Public Feedback Invited Until November 30, 2025

The DGCA has opened the draft CAR for public and industry feedback until November 30, 2025. Once finalized, the regulation could significantly improve transparency, consumer protection, and refund efficiency in India’s aviation sector.
