In the end, USCIS concluded that the CPT arrangement did not meet required guidelines. This became the primary reason for rejecting the green card application. The applicant was caught off guard by the decision.
Interestingly, the individual had earlier secured an H-1B approval without any issue being flagged. This created a false sense of security that past concerns had been cleared. The case now feels like an unexpected setback.
