How the Mistake Happened
The student’s SEVIS record was marked “Completed” because the transfer occurred more than six days after graduation. Reports suggest the first university mishandled the process, wrongly marking him as a graduate before the actual transfer.

The error ended his legal F-1 status immediately. Now, he must either file a reinstatement request with USCIS or leave the country and re-enter using a new I-20 issued by the second university.
