
A long-discussed change to how international students stay in the United States is now nearing the finish line.
A proposed rule that would end the current open-ended stay system for F-1 visa holders is under final review at the White House. The proposal replaces the existing “duration of status” model with a fixed stay period, most likely capped at four years.
Right now, international students on F-1 visas can remain in the country as long as they are enrolled in a full course of study and maintain their status. This flexible system has been in place for decades. The new rule would change that completely. Students would instead be given a defined period of stay and would need to apply for an extension if they require more time.
The regulation has been sent to the Office of Information and Regulatory Affairs, which operates under the Office of Management and Budget. This stage is typically the last major step before a rule is made public.
What stands out is the pace. Reviews at this level can sometimes take months, but early signals suggest this one is moving quicker than expected. That has raised expectations that the final version could be released soon.
If implemented, the shift will have a direct impact on hundreds of thousands of international students, especially those in longer programs such as PhDs or research-based degrees. Many may need to plan for extensions well in advance, something that was not a concern under the current system.
Another group likely to feel the impact is students who extend their stay by enrolling in additional programs mainly to remain in the U.S. while waiting for opportunities like H-1B selection. Under a fixed time limit, that path becomes much tighter. Extensions would no longer be automatic, and approvals could become more scrutinized. For many in that situation, this rule could close a route they have been relying on.
For now, nothing has been finalized. But the process is clearly in its final stretch, and a formal announcement could come sooner rather than later.
