Amazon will stream films of all rating but for aggressively promoting a film in all media, the OTT giant would not want A certification. Given that the movie is a Direct-to-OTT release, aggressive promotions are most likely. Films arriving on OTT will not have Censor issues.
But Amazon may still would not want to take the risk when debate of OTT censorship is going on. Re-editing the film for its audience can also have the moral high ground for Amazon Prime Video. Moreover, the movie has arrived at 2 hours 44 minutes long and so there is a scope for editing.
