Telugu Film Chamber (TFCC) makes written agreements mandatory between Tollywood producers and distributors. No written deal, no complaint will be entertained. Complaints must be filed within 15 days with a copy of the agreement. Strict compliance from now on.

Dear Sir,

Sub: Mandatory execution of written agreements between film producers and film distributors – For Information and Strict Compliance – reg.

The Telugu Film Chamber of Commerce wishes to bring to the notice of the Telugu Film Producers Council an important matter relating to industry discipline and dispute management.

In recent times, the Chamber has been receiving a growing number of complaints arising out of distribution and related commercial transactions. It has been observed that in several such cases, the concerned parties had entered into business arrangements without executing proper written agreements clearly recording the mutually agreed terms and conditions. The absence of written agreements has resulted in avoidable disputes and has limited the ability of the Chamber to objectively examine and address such complaints.

This matter was discussed in detail at the Executive Committee Meeting of the Telugu Film Chamber of Commerce held on 29-01-2026. After due deliberation, the Executive Committee strongly emphasized that execution of a written agreement between film producers and film distributors is essential and should be treated as a mandatory industry practice.

Accordingly, it has been decided that the Telugu Film Chamber of Commerce shall not entertain, register, or process any complaint or dispute arising out of transactions where no written agreement exists between the concerned parties. Furthermore, members who wish to submit complaints must do so within 15 days, along with a copy of the executed agreement. This procedure shall be strictly enforced to ensure proper verification and fair handling of all complaints. Parties entering into commercial arrangements without proper documentation shall do so at their own risk and responsibility.

This measure has been adopted to promote transparency, accountability, and professional conduct within the industry, and to reduce recurring disputes caused due to lack of documentation.

We request the Telugu Film Producers Council to kindly bring this decision to the notice of all its members and advise them to strictly ensure execution of written agreements before entering into any distribution or related commercial arrangements.
