In the Union Budget tabled in the Parliament the other day, Finance Minister Nirmala Sitharaman allocated just 574 Crore Rupees for the Census from the 8,754 Crore proposed in 2019.
This is shocking and may hinder the census.

The Census was supposed to happen in 2021 but was delayed due to the Pandemic. The Census was to begin this year.
Once the Census is completed, the delimitation of the constituencies will happen. According to the Law, the Delimitation should be done by 2029.

After the Delimitation, the 33% Reservation to Women has to be implemented before the next elections.
If the Census is delayed due to the funds issue, that may impact the Delimitation.

Any party be it TDP in Andhra Pradesh or BJP in various states should be lucky for being in power while Delimitation is happening.
The last delimitation happened in 2008 when YSR was in power.
YSR broke several TDP strongholds and made many constituencies favorable to Congress. UPA being in power at the Center made things easy for YSR.
It is interesting to note that in the 2008 delimitation, YSR took away a Mandal from the Kuppam constituency and added in a neighboring constituency. The Mandal is TDP’s Stronghold and since then, Naidu’s majority has taken a hit.
Now, Chandrababu Naidu is in a similar position.
The delimitation will redraw the boundaries of various constituencies, resulting in drastically different dynamics that will impact the outcome of future elections.
The TDP cadre is upbeat about it and demands that Pulivendula be broken similarly or made a reserved constituency.
Modi and co can do similarly to many Congress strongholds across the states where they are in power.
If the exercise is delayed beyond 2029 and if Congress comes to power, Modi and Shah should be cursing their luck. So, they should not let go off this opportunity.
Further, the Delimitation has to be done very carefully because the 33% Reservation for Women will be implemented. So to be in power at this time and have a say in Delimitation is extremely crucial.
