He has given instructions to his MLAs and MLCs to attend the session. In the past, the one odd times Jagan came to Assembly after losing power, he signed in the register and returned back.
He was insistent on getting the leader of opposition status to attend the Assembly. The party in power TDP, made it clear time and again that rules did not permit as his party had only 11 seats.

Jagan’s own party members and the opposition too has been insisting that he attend the Assembly and make use of the time given to him.
Looks like in his new format as Jagan 2.0, he has decided to attend the Budget session. But will he make an effort to speak up on the budget or simply sign in the register and go back like in the past.

As he is no leader of opposition, he will get about two minutes to speak. And this is what Jagan has been complaining about. He says he can talk about issues better among public.
But both the Speaker and deputy Speaker of AP Assembly have warned Jagan of disqualification and asked him to come to Assembly. Looks like he finally decided to give in as his party members also want visibility in Assembly.
Making use of time is better as a MLA is better than asking for something against rules. Looks like Jagan finally realised the importance of following the rule book or so we hope. Also, he can always talk among public even by attending Assembly.
The facts will be out once the budget session starts!
