The Telangana government’s new liquor policy will come into effect from December 1, Monday. New shop owners have completed all arrangements. The policy will remain in place until November 2027. The Excise department expects major revenue growth under the new rules.

Between 2023 and 2025, the government earned massive income from liquor sales. Consumption went up sharply during these two years. A total of 724 lakh liquor cases and 960 lakh beer cases were sold in this period.

The government earned Rs 71,550 crore between 2023-25. In December 2023, when the policy began, Rs 4297 crore was collected. From January 2024 to December 2024, revenue touched Rs 37,485 crore. Between January 2025 and November 2025, Rs 29,766 crore was collected. Of this amount, 80 percent went to the government. The remaining amount came from liquor license fees and application fees.

The previous liquor policy period also included Assembly and Lok Sabha elections. This led to a major spike in sales and boosted revenue. Under the new policy, the application fee has been raised from Rs 2 lakh to Rs 3 lakh. License fees have been divided into slabs based on sales. The slabs include Rs 1.10 crore, Rs 86 lakh, Rs 56 lakh, Rs 55 lakh and Rs 50 lakh. The Excise department has already collected 6 percent of total license fees.

According to the department, this is the right time for new liquor businessmen to earn well. With panchayat, MPTC, ZPTC and Corporation elections coming, sales are expected to rise. Medaram jatara will also push demand.

Because of this, new liquor businessmen have welcomed the fresh policy with high expectations.
