BJP led Central Government is preparing to push for the delimitation of Assembly constituencies in Andhra Pradesh and Telangana. The concerned bill may come up in Parliament in this session or the next session. There is a good chance that it may be a constitutional amendment.

In such case, it will need a Two-Thirds majority in both the houses and 50% of the state assemblies should pass the bill. But then NDA has no majority in Rajya Sabha and Congress holds the horses there. Delimitation is always favorable to the parties in power.
YSR Congress do not want TDP to benefit with that in 2019 elections. Congress party also has the same opinion. YSR Congress is reaching out to Congress to stop the bill somehow. BJP will attain a majority in Rajya Sabha only in 2018.
Even if the bill pass then, it will be too late for the delimitation process. But then Political Experts say that BJP if went to the extent of placing the bill in Parliament, it will get it passed somehow. On the other side, the ruling parties in both the states have started chalking out their plans for delimitation.
