It will be an interesting Constitutional Scenario in both the Telugu States now. It is known that Seven Mandals of Khammam district, Telangana were transferred to Andhra Pradesh after the state division to facilitate smooth completion of Polavaram project. But these MLAs of these mandals are in Telangana State and will continue to represent these Mandals till 2019.
The MLAs recently met Governor ESL Narasimhan and requested him to allow them to Andhra Pradesh Assembly Sessions too since they will have to represent the problems of their constituency people there. Their demand seems to be sensible, there is no provision in the constitution which allows MLAs of one state to sit and participate in other state Assembly.
Few people say since these mandals to the constituencies of Andhra Pradesh, the concerned MLAs of AP will represent them. But others say such move will deprive the rights of people to elect their own representatives since they have not elected these AP MLAs. Narasimhan may refer this case to the Center and constitutional experts to decide further action.
