
To evade the super costs of the Land Acquisition and to make the farmers partners in the development, Chief Minister Chandrababu Naidu in 2015 brought the policy of the Land Pooling.
It is impossible to convince farmers to part with their lands in any part of the country.

But the land pooling happened seamlessly in Amaravati.
29,481 farmers have given 34,322 acres of land in the Land Pooling Policy of Chandrababu Naidu for the construction of Amaravati.

Among these farmers, 5,227 farmers have given One to Two acres of land while another 3,337 farmers have given Two to Five acres of land. So, even the small and medium scale farmers imposed faith in Naidu.
When it comes to the caste-wise population, 32% of the farmers are Dalits, Reddys 20%, Kammas 18%, BC 14%, Kapu 9%, Muslims 3%, and Others 4%.

So politically, it is a big win that the then Government has managed to execute the Land Pooling without much issues.
What happened between 2019 and 2024 is known to everyone and is irrelevant to the current context.
Now, there are reports that the Government may have to go for Land Pooling of another 30,000 acres for the construction of the International Airport.
The need has highlighted the problem with Land Pooling.
Twenty Five cents per acre will go back to the farmer in this model. At least 30% of the remaining (40% common use area as usual) i.e. another ten thousand acres will go for infra development.
Another 6,000 acres may go for airport, railway station, etc. Minus all these, there is barely any land for the Government.
The need to go for another Land Pooling may be understandable to those know Politics and are interested in these things. But what does these calculations mean to the common citizen?
Another 40,000 acres of Land Pooling means YSR Congress will hit the streets saying that Chandrababu Naidu is grabbing One Lakh acres of very good cultivable land for Real Estate and to give away to his people or community.
Amaravati 1.0 has suffered this Propaganda. The entire state as well as the farmers have suffered for five years.
The problem with TDP is that it fails to come up with an explanation when there is propaganda.
They lack speakers to explain to the masses, or they talk too complexly for the people to understand.
When 32% of the land owners of Land Pooling are Dalits, YSR Congress called Amaravati as Kammaravathi, and TDP failed to counter the Propaganda.
When YSR Congress alleged that Amaravati is Flood-Prone and is an earthquake zone, the Propaganda went unabated.
So, Amaravati 2.0 faces the same danger. TDP failed to counter the Political Propaganda in 2014-19 and now it has to explain complex numbers to the people which is even difficult.
After the people of Vizag rejected YSR Congress in 2024 elections, YSR Congress lost locus standi on Amaravati or the Capital issue. The Phase 2 of Land Pooling will give it a new chance and a new reason.
Is TDP ready to counter?
