The recruitment rules in Telangana Power utilities has attracted the ire of the Hyderabad High Court. The Power utilities have amended their rules to ongoing recruitment for the posts of assistant executive engineers taken up by these power companies. According to the new recruitment rules, Telangana state was divided into north zone and south zone and then any person who was born or studied for more than six years in one of these zones would be a local candidate of that particular zone and the ratio between locals and non-locals for recruitment would be 7:3.

However with these rules only those born in Telangana can get these jobs and no other Indian citizen could get through. A PIL was filed stating that these rules are anti-constitutional. The high court bench also opined the same. The bench quizzed the power distribution companies to explain under which provision of law they amended the recruitment rules making only Telangana candidates eligible for jobs in these organizations.
According to Article 16 (2) of the Constitution, only Parliament had the power to reserve posts and determine the local status of a citizen and not any company registered under the Companies Act. The next hearing of the case is posted to Friday.
