Senior IAS officer Arvind Kumar was shunted out as secretary of the industries department after a letter of him was leaked into the public domain. The letter pointed out that the state government would lose nearly Rs 10000 crore due to the purchase of power from Chhattisgarh since the power charges per unit were prescribed at a higher rate.

Chief Minister K Chandrasekhara Rao had himself visited Chhattisgarh in 2014 to finalize the MOU on the power purchase agreement and so the letter and the leak came as an embarrassment for the state government. The leak prompted the Opposition parties and Telangana Joint Action Committee attack the government.
IT secretary Jayesh Ranjan had been given full additional charge as industries secretary and Arvind Kumar was appointed as resident commissioner of Telangana Bhavan in New Delhi. This really disappointing from the Chief Minister who claims to be the torchbearer of change.
