YSR Congress claims to have given government jobs to 1,25,000 people in the name of Village Secretariats and Ward Secretariats. However, they are not government jobs. It is like, they are one step above contract employees and outsourcing staff, but not the regular government jobs.
In the name of Probation, no one is aware of what their real status is and what their future is.
There is criticism that the secretariat employees have not been trained as a system and they were also recruited more than necessary.
All they did is to implementation of the welfare schemes which the Government could have easily done with the existing Government employees.
The employees themselves were fed up with the fact that they were given jobs that were not worth anything. Hence they revolted against the YSR Congress and worked for the victory of the TDP and its allies in the recent elections.
However, recently it has decided to divide the secretariat staff into three categories and appoint them in their respective places. Even after that, there is a surplus of 40,000 staff. In this context, the coalition government has focused on village and ward secretariat employees.
Minister Dola Bala Veeranjaneya Swamy is organizing a key meeting with recognized unions on Monday. It seems that after discussing with these employee unions, officials will submit a report to the state government on what to do with the secretariat employees.
Based on this report, it seems that the state government is likely to make a key announcement during this assembly budget session.
On the other hand, the secretariat employees are asking not to be appointed as multi-purpose secretaries and that would put additional burdens on them. They are asking that they be included in the government service and given the salary and allowances they deserve.
But the government is currently in a difficult financial situation. Since there are many surplus secretariat employees, they are looking to use their services in vacant government offices.
The employees in the Secretariats will be reduced from 1,25,000 to 75,000 and they will be given grades according to their merit. The Government wants to do some good for them after grading them.
At the same time, it is not possible to axe 50,000 employees. The fate of the employees will be decided in the upcoming Assembly session. The government will have to approach this issue carefully.
Like Volunteers, the Secretariat Employees system is another example of how haphazard administration without foresight can create problems and also jeopardize the future of many people.
