PMO is concerned that the project may not be ready and cannot secure all the required permissions by that time. The rail safety approvals are yet to be secured for a 10 Kms stretch. Prime Minister Modi is not in favour of inaugurating a route that is not complete.

Earlier, Kerala chief minister Pinarayi Vijayan got Modi to inaugurate only a stretch which had actually been completed. Out of the Metro stretch of 27.5km, only a 13.2km stretch between Aluva and Palarivattom was ready and it was inaugurated more as a formality.

Telangana government is also mulling this idea in the worst case even though the authorities are positive that the route will be ready and they have fixed November 20 as the internal date for readiness and securing all required permissions.
