Going by the happenings,the first phase of Hyderabad Metro Rail Project which was supposed to complete by March 2015 may get delayed further. While the construction company L&T is confident of completing the work in the given deadline, the legal complications may delay the project further. Currently, Hyderabad Metro Project is being executed under the Tramways Act which is enough for the construction but to roll out the metro, it needs to be under Metro Act. Unless it is executed under Metro Act, the commissioner of railway safety, and the Research Design and Standards Organization will not give the safety certification.
To change the implementation of the project from under Tramways Act to Metro Act, it needs to be notified in the Union urban development department’s gazzette, following which the train is to be subjected to a mandatory test run covering at least 2,000 km. This difficulties will increase the delays as well as the costs involved. Besides this troubles, the project is already behind the schedule after the Chief Minister spoke of alignment changes in the Assembly which forced the work to stop for more than 2 months.
