Looks like Central government is not at all interested in completing Polavaram Project. Polavaram Project Authority (PPA) sent the draft of Memorandum of Understanding (MOU) to the state government. Polavaram is a national project which have certain guidelines.

But PPA had changed all of them and sent a draft not in the interest of the project or the state. According to the draft, PPA will have all the powers and supervision on the project but the state government will take the responsibility. If this MOU is signed, the state government have to go to both PPA and Center for the release of funds.
If the MOU is signed as per usual draft of a National Project, the center will have to release funds in advance according to the estimations. The state government had rejected signing the MOU saying that it is against the spirit of the National Project.
