For the first time in India, the Andhra Pradesh government, led by Chandrababu Naidu, introduced the skill-census program. It is one of the first five signs made by Naidu after taking oath as Chief Minister.
Meanwhile, the government is planning to conduct door-to-door visits to take the skill census, similar to the population census.
During these visits, officials will list the family members, their skill sets, educational qualifications, and current employment status.
If they are unemployed, the government will help them in finding opportunities that match their skills. If they are employed but earning a low salary, the government will help them find better-paying jobs suited to their skill sets.
The survey will be conducted by the staff of village and ward panchayats across the state. A special app is also being developed for this program.
According to the reports, there are about 15 lakh unemployed youth in the state. After collecting their details, these individuals or their families may receive a unique identification number for future reference. The government is also planning to conduct online tests to assess people’s skills.
Once the door-to-door survey is complete, the government will identify the needs of companies and their job requirements.
They will address the gap between the companies’ requirements and the skill sets of unemployed youth and try to bridge this gap.
Currently, the government is focusing on data collection. Once the data is collected, there will be clarity on the training required in various sectors.
The government is planning to seek help from Sector Skill Councils (SSCs) for skill training. The SSCs have training facilities in various sectors like Automotive, Electronics, IT, Agriculture, Beauty and Wellness, Food, Furniture, and Power.
It is estimated that the door-to-door survey of the skill census will take about three months to complete. After the survey, a plan will be made based on the survey reports.
The government is also considering making necessary changes to the syllabus and providing certain skills to students at the college level.
