Andhra Pradesh IT Minister Nara Lokesh’s ongoing Russia visit for investment outreach saw an unexpected moment that quietly highlighted the seriousness of the state’s global push.

While the Andhra Pradesh delegation was travelling from Moscow to catch their flight to St. Petersburg on June 3, reports emerged of a drone strike incident in and around the St. Petersburg region. The apparent objective behind the disruption was to create uncertainty around the summit environment and discourage international participation.

At that point, the AP delegation had a decision to make.

According to sources, despite the situation, Lokesh immediately decided that the visit should continue as planned. The reasoning was straightforward: meetings with investors had already been committed and backing out at the last minute would send the wrong message.

The Indian Embassy and Consulate were informed and eventually agreed with the decision to proceed.

The delegation continued the journey and attended the St. Petersburg International Economic Forum (SPIEF), one of Russia’s biggest global investment platforms.

Interestingly, Andhra Pradesh turned out to be the only Indian state delegation present at the summit.

Sources say the decision has already yielded encouraging outcomes in terms of engagement and investor discussions.

Beyond investment conversations, the episode is being viewed by those in the delegation as an example of Lokesh’s working style: once commitments are made, he prefers to stay the course rather than step back under pressure.

For the Andhra Pradesh team, the message was simple: if the objective is to bring investments and build international confidence, showing up matters.
