
On October 9, the central government reallocated the cadre of a few IAS officers in Telugu states, stating that officers assigned to a state under the cadre division must report to that state.
Challenging this order, IAS officers Amrapali Kata, Vani Prasad, Ronald Ross, and Srujana approached the Central Administrative Tribunal (CAT).

However, they faced a setback in CAT as it refused to grant an interim stay on the Centre’s orders and made serious comments against them. Hearing the petition, CAT asked the officers why they didn’t want to serve in Andhra Pradesh.
“People in AP are suffering due to floods. Don’t you want to go and serve the people there? The Department of Personnel and Training (DOPT) has full rights over IAS transfers. Isn’t it in the guidelines to swap even if you are localized?” questioned CAT.

The IAS officers’ defence lawyer stated that the DOPT is not considering the recommendations made by the one-man committee. He added that the central government did not issue the committee’s report while delivering the cadre reallocation orders, which was against the law.
Upon hearing the petition, CAT refused to grant an interim stay and asked the officers to report tomorrow as directed by the central government.

CAT then requested full details about the one-man committee report. It also questioned how these officials could swap with officers of the 1986 batch.
Amrapali, Vakati Karuna, Vani Prasad, and Ronald Ross were supposed to go to AP as per the Centre’s orders. Srujana, who is in AP, was ordered to come back to Telangana. However, these officers filed a petition in CAT requesting to allow them to continue working in the state they are currently in.
